CARE-IT is a structured governance framework for digital clinical infrastructure.

Framework Governance defines how CARE-IT itself is maintained, evolved, protected, interpreted, and released.

It safeguards conceptual integrity, architectural coherence, and long-term stability.

CARE-IT is open in access —
but curated in evolution.

Purpose of Framework Governance​

Framework Governance exists to:

  • Protect conceptual consistency
  • Prevent uncontrolled reinterpretation
  • Ensure structural coherence across versions
  • Maintain terminological clarity
  • Safeguard long-term architectural stability

CARE-IT is not a crowd-edited document.
It evolves through deliberate and structured refinement.

Interpretative authority remains with the framework steward.

Authoritative Language​

The English version of CARE-IT is the normative source of truth.

Translations are derivative representations intended to increase accessibility.

In case of discrepancy between language versions,
the English version prevails.

Translations must reference the corresponding official English version and may not introduce interpretative deviation.

Version Governance​

CARE-IT follows structured semantic versioning:

  • Major versions reflect substantial architectural evolution or principle changes.
  • Minor versions introduce structural refinements, clarifications, or explanatory expansion.
  • Patch versions correct editorial inaccuracies without conceptual impact.

The canonical reference for each version is the official GitHub release tag.

Where applicable, versions are archived with a DOI to ensure academic traceability and citation stability.

Only tagged releases constitute authoritative framework versions.

Change Governance​

CARE-IT evolves through curated refinement.

During its current refinement phase:

  • Structural improvements are permitted.
  • Terminology clarifications are encouraged.
  • Explanatory material may be expanded.
  • Core architectural foundations remain stable.

Changes are not crowd-determined.

All refinements are evaluated for coherence across:

Architectural consistency takes precedence over rapid expansion.

Stewardship​

CARE-IT is stewarded by its originating author.

The steward is responsible for:

  • Interpretative authority

Future institutional anchoring or extended stewardship models may evolve as CARE-IT matures.

Until such structures are formally established, stewardship remains centralized to protect architectural clarity.

Translation Governance​

Translations are derived from the authoritative English version.

Each translation:

  • References the corresponding official release
  • Maintains terminological alignment
  • Avoids interpretative modification

Translations increase accessibility —
they do not redefine the framework.

Controlled Open Principle​

CARE-IT follows a Controlled Open model.

It is:

  • Publicly accessible
  • Transparent in structure
  • Versioned and documented
  • Open to structured feedback

It is not:

  • A wiki
  • A consensus-driven standard
  • Subject to uncontrolled reinterpretation

Controlled openness ensures both accessibility and architectural integrity.

Release Policy​

Official releases are published via GitHub.

A release is authoritative when it is:

  • Tagged
  • Publicly documented
  • Where applicable, DOI-linked

Drafts, previews, or working materials do not constitute official framework versions.

Separation from Application Governance​

Framework Governance governs CARE-IT as a reference model.

It is distinct from:

  • KPI reflection within institutions
  • Operational implementation structures

Framework Governance ensures stability of the model.

Application Governance concerns how healthcare institutions apply CARE-IT internally.

The two layers must remain structurally separate.
